James Rollin Bullard

James Rollin Bullard, 94, passed away at his home on September 21, 2025, surrounded by family. Jim was born February 1,1 931 in Dubuque, Iowa to Pearl (Conklin) and Percy Bullard. After high school he attended the University of Iowa and was a member of the golf team. He later graduated from the University of Wisconsin in Madison with his J.D. and joined the U.S. Navy. Jim served at sea and worked on cases related to court-martial until 1960. He later entered the banking industry and retired as President from Marquette Bank.

Jim was a life-long lover of the outdoors – hunting and fishing brought him great joy along with training of his beloved various dogs. He tolerated people but did enjoy all the family gatherings.

He is survived by his wife, Patty Bullard; daughters, Kelli Palazzo, Heidi (Mike) Leeper, son Scott (Debbie) Smith; grandsons, Anthony Crum, Lucas Krpan, Matt Palazzo and JD Smith; 5 great-grandsons 3 great- granddaughters and sister-in-law Rosemary Schwab.

Per Jim’s request, no services will be held. He will be laid to rest at Iowa Veterans Cemetery in Adel, Iowa.
